In 2001 TUCSIN and WIMSA (Working Group for Indigenous Minorities in
Southern Africa) decided to design and implement a course tailored to the
needs of San representing their communities. It aimed at promoting Public
Relations work and to provide administrative skills. Twelve participants
from San communities in Botswana and Namibia signed up for this year-long
course which commenced in March 2002. Four intensive study periods of
two months each alternated with three similarly long periods for practical
application 'at home'. The more theoretical training consisted of lessons in
the subjects of English, History, Anthropology and Law. On the practical side
students were taken on excursions to sites of prehistoric rock art; visits to
courts of law and the Namibian Parliament in session, the office of the
Ombudsman and attendance of public functions.
Students were trained in speech
craft and public speaking; etiquette; accountancy; secretarial skills and
organization. During the 'home periods' students could discover how competent
they were and catch up during the next study session if necessary.
Ten students completed the
course. Those who had not been employed by government or NGOs have by now been
offered jobs while others have been promoted to positions of greater
responsibility. Four of them have been attending national and international
conferences on behalf of their communities. The course was designed by Dr.
Beatrice Sandelowsky and implemented in cooperation with TUCSIN and WIMSA.
